Paraphrase of Telegram from the Governor of Hongkong to the Secretary

of State for the Colonies.

(Received Colonial Office 7.25.p.m., 14th March, 1916)

With reference to your telegram of February 9th my telegram of January 28th was on behalf of an Unofficial War Charity Committee which I have appointed who desire to concentrate funds in excess of those required for local war charities on some main object at home identifiable with the Colony. The Committee would prefer a small hospital contain- ing fifty to seventy five beds, managed by an Unofficial London Committee on the lines of BLACKMORE END. Malay States require no aid and there would be too great delay in establishing new hospital. I would be glad of your advice

taking for suggestion to Committee as to the talking over of any such existing hospital wholly or in part or adding a wing thereto ?with a statement of the approximate cost. Failing a hospital can you suggest some other suitable object indentifiable with Colony? The Committee meets on March

24th.
